A dream for half a century, the expectations of 300 million people. How to make American high-speed railways from dream come true? A research team from Beijing, on the other side of the Earth, called High-speed Railway + Super City Network Plan Research Team (HRSCNP), which gathers top experts, has officially released four preliminary preparation projects for the construction of high-speed railways in America after 15 years of silent work and tremendous efforts. This is not a simple combination of the projects, but a substantive first step towards large-scale construction and an important link related to the success.
As a national large-scale project, without prior preparation, it is impossible to start construction even having money. In the past 15 years America had missed two opportunities, which was the $8 billion high-speed rail funding approved by President Obama in 2010 and the $1.3 trillion includes infrastructure funds for high-speed railways approved by President Biden in 2023.
How to solve the three major problems of huge losses, talent shortage, and inefficient coordination in high-speed railways? In March 2017, this research team submitted to presented President Trump with a proposing a solution: policy innovation [1,2]. President Trump replied to the team twice in August 2017 and March 2018 expressing support [Figure 1]. This was the first time that this research achievement had been recognized by the President of America.

Using the case of high-speed railways in the UK as a research sample, if policy innovation is adopted, the costs in America can be reduced by 26 times or even more. In this way, America only needs to increase its government debt by $250 billion in the first two years to drive $10 trillion in private investment, build 20000 kilometers of high-speed railways, and build 8 new super city infrastructure within 8 years. It will provide over 10 million jobs, create trillions of dollars in taxes, double social wealth and economic growth, usher in a historic period of debt reduction and a new era of transportation revolution marked by time, speed, and efficiency for the first time in America[2].

In order not to miss the third opportunity, it is necessary to start preparing several years in advance. Here, the HRSCNP team releases the following preparing projects according to reasonable process steps:
Project 1: Establish America University of Infrastructure Construction and Management, to train 200000 senior management and construction talents for high-speed railways.
Project 2: Establish the American Association for High Speed Rail Construction and Management to be a bridge and link connecting government, research institutions, enterprises and society.
Project 3: Establish America High Speed Rail Network Planning and Design Co., Ltd to complete the planning and design of 20000 kilometers of high-speed railway trunk lines in America, which is a nationally unified design, not a jigsaw puzzle designed by each state. Adopting a strategy of everyone participating and enjoying. In the future, every shareholder who invests more than $100 can enjoy a free train ticket every year, allowing them to travel to any high speed rail city.
Project 4: Build a "bridge" to absorb cryptocurrency funds from around the world to invest in America high-speed railways. Being a major upgrade, this is the world's first cryptocurrency embedded in a Decentralized Virtual Currency Exchange by real-time currency trading with any currency in a p to p manner to become the most convenient investment channel. D. Past and future
15 years ago, who knows what the team has paid and how many stories it has had? The proportion of investment in preliminary preparation is less than 5% of that in high-speed railways, but its importance and influence is greater than 95%.
Funding: Once the President of America approves infrastructure funding for high-speed railways again, the projects above may priority in obtaining funding.
Upgrade: The HRSCNP team has designed a solution with a speed of 700 kilometers per hour, which is twice the current commercial operating speed. Except for the lowest cost, its notable feature is its compatibility with existing high-speed railways and can achieve smooth transition. For this, the team will reserve upgrade space in their planning.
