Institute Of Communication And Data Science Publishes First Digital Risk Report, Warns Standard Monitoring Understates Exposure In Four Sectors

The Institute of Communication and Data Science (ICDS) has published its first research report, the Digital Risk Report, opening a new quarterly series. The inaugural issue covers the first half of 2026 and tracks four sectors: healthcare, finance/fintech, professional services, and retail.

 

 

The report separates two layers of each sector's media field: the inertial layer as the steady background stream carried when nothing in particular is happening and the reactive layer that includes mentions generated in response to a dated, identifiable event. The gap between them is masking: where a calm surface conceals a sharper reaction underneath, standard monitoring understates the exposure. Each quarter's reading is then tested against the next, so the issue runs as a sequence of Q4 2025 as baseline, Q1 2026 as forecast, Q2 2026 as verification.

 

The key findings of the Digital Risk Report include the following:

  • Q1 2026 was the half-year's turning quarter. In finance and professional services, the reactive layer surged and the masking effect peaked — the widest gap yet recorded between how a sector sounds and how it actually reacts.
  • Healthcare's forecast held. A shift from calm to event-driven flagged in Q1 (reactive layer 71%) was confirmed by a run of overlapping incident waves in Q2 — which also exposed the method's current limit.
  • Finance behaved exactly as its Q1 masking predicted. The observed tone read −35 while the reactive tone beneath it ran −88, roughly two and a half times sharper; Q2's incidents confirmed the sharpness the surface had been hiding.
  • Professional services showed the widest mask of any sector. Q1 observed tone was −42 against a reactive tone of −114; Q2's law-firm attack series bore the reading out almost exactly.
  • Retail is where no forecast could be made — and that is itself the finding. Silent through Q4 and Q1, the sector produced breach-driven incidents of its own in Q2, crossing for the first time from control into a sector with something to predict.

 

The report measures behavioural signals in public communication, not sales, transaction volumes, or margins; readings are population-level. ICDS marks where confidence is lower: finance's protective-behaviour signal is a direction still under test, and professional services rests on thinner reach coverage.

 

"The annual surveys tell you what decision-makers believe about risk. We set out to measure what risk is already doing while that belief is still forming — the trace it leaves in public communication before it shows up as a damage figure or a filing. What makes it research rather than opinion is simple: a reading we make in one quarter has to be confirmed or overturned by the next. This half-year, three of four sectors confirmed what we flagged — and the one that didn't, retail, taught us the most," says Vadim Matyushkin, Director and Lead Researcher at Institute of Communication and Data Science (ICDS).
